Is there any way to purchase a wrist strap that could be used with the Hawke 8x42 monocular?

Any camera wrist strap will work. Mine came with one.

Fog and waterproof in normal weather conditions but it is not designed to be immersed in water.

What tripod works with this. I understand the lip causes a problem.

The magnification power of this does not require the stabilization of a tripod.
