Will the pediatric size fit a 2 yo ?

You would need to measure the two-year-olds neck. I bought the pediatric for my grandson who has cerebral palsy and is rather small but I don't think this swim collar would work on a two-year-old. My daughter is 15 and has special needs, it’s an excellent floating device to keep her head above the water.

Would this help a 70 lb child?

It depends what purpose you plan to use it for. Vertical positioning for traction is a good use. Supine positioning with lower extremity or hip floatation. There are smaller ones available for smaller people. Not sure this one would be a proper size for one that small. You can do some research online. Hope this helps.
