Does it come with kydex inserts?

Yes it does. They are a little looser than Esstac kywi pouches. Definitely not as well made as Esstac, but for the price point they do ok.

I have extended 21 round walther pdp 9mm mags. will these hold my mags securly without worry?

The mag pouch depth is standard for a regular double stack magazine, so if it's just a plate replacement with a few extra rounds it should work fine, I use it for my Glock 17 magazines with the extended magazine plate and they stay secure.

how well does it retain helcat mags ?

I'd assume it'll retain them just fine. Without the extended baseplate on them, I don't think they'll stick up far enough to get a good grip though.
