Can you position this with the rod straight up and down ?

You could position the AR Tube Rod Holder straight up if you wanted.

Does this include the track mount base?

The "track mount base" it refers to in the ad is the lower portion of the loack'n'load system itself, the part that has the T-bolt attched and can be detached from the upper portion by releasing the lock clip on the side. This product does NOT come with the silver geartrac it is attached to in the picture.

Will it work for the Pelican catch power 100 system?

Yes, the t-bolt base will fit on the factory standard tracks for that kayak

Does this include a mighty bolt?

Yes, the loack'n'load base uses a mighty bolt to attach to whatever geartrac, mighty mount, etc you may have it mounted to.
