It’s ajustable. You can tighten it to keep dog where you want her.

Is the clasp very heavy? If it rests on the back of my Savannah cat when relaxed will it be too uncomfortable?

Its not super heavy, like the average dog leash clasp. Its big enough to fit through 2 loops of my small dogs harness. And actually, my dog is only 13lbs, so not that much different than some cats. Not sure a cat would find it comfortable, but it wouldn't harm her. Doesn't bother my dog a bit.

will my 60lb Boxer still be able to walk from window to window?

Am I able to attach two seatbelts to the front seat head rest? I have 2 mini dachshunds,12 pounds each. I drive a g37 coop & no headrest in back seat

Yes. Each loops around the head rest base of the car seat. I don't see why you can't attach 2 easily!
