Are these sheets shiny on one side?

Not overly so. They have what I'll call a "semi-matte" finish to them. I use them to make gaskets for my homebrewed beer buckets. They are just the right softness/hardness to compress and make a good seal when you tighten-down the backnut of the transfer valve. They don't squirt out from behind the spigot when cut to 2" x 2" size. A one-inch arch punch cuts a nice hole in them that squeezes around the threaded portion "just right" to preclude any leaks. You get three 6" x 6" x 1/8" sheets from matniks, which will make 27 gaskets. You can also buy a black neoprene "fender washer" from Hillman that is 3" in diameter with a one-inch hole, which also puts a gentle squeeze on the transfer valve. If you're using these things to make homebrew, be sure to sterilize before your wort comes into contact with it...

Is the material really silicone rubber or just a compound that includes a gum rubber and silicon dioxide (silica particles)?

Looks like and feels like silicone rubber, although I've never handled a compound of gum rubber and silicon dioxide (silica particles).

Does the white color fade when exposed to sunlight?

Yes, it is normal to get some coloration when exposed to sunlight.

Can this be used for a gas cap seal?

We are no sure what do you mean with “gas”. Silicone rubber is not recommended to use with gasoline, fuel or oil products.
